How to obtain building permits in Harrison or Clark County, Indiana

This page refers to building permits when establishing a new home site, not making additions to existing structures.

Clark County, IN

How to apply for building permits.

1. Your property must front on a publicly maintained road (as determined by the Clark County Highway Department) for a distance of at least 100’ for a septic system and 80’ if you are connecting to a sewer system. 2. If you are not on a sewer system or building on land with an existing septic system, you MUST have a septic permit or a letter of approval from the Clark County Health Department (282-7521). 3. Bring a plot plan prepared by, you, your architect, builder or surveyor. 4. Bring a copy of your deed. (You can easily obtain this in the county Recorder’s Office) 5. If your property is in a flood hazard area as designated by the flood insurance rate maps or floodway maps prepared by the Federal Emergency Management Agency, your alternatives will be discussed. The Muddy Fork Conservancy District also has a designated flood hazard area. 6. Current Building permit fees are posted in the Planning and Zoning Office. 7. Fees are payable upon acceptance of the permit application. 8. Other fees include, electrical, plumbing, and heating and air conditioning permits. 9. Commercial/Business structures must submit plans through the State. Contact the Planning and Zoning Office for more information. ( 812) 285-6287 10. Building permits are valid for one year from the date of issue. If construction does not start within that time, your permit becomes invalid and you must reapply. 11. If your property is not currently zoned for the use you intend, alternatives will be discussed.

Electric service is provided by Clark County REMC (812) 246-3316 or Cinergy (800) 521-2232. You will need to contact a customer service representative.

There are a number of water companies that serve Clark County, IN. You need to check with the person you are buying the land from or the Clark County Planning and Zoning Office to determine which water company supplies your property.

Harrison County, IN

You have to have a septic permit prior to obtaining a building permit. The septic permits are handled by one of the three Sanitarians on staff at the Harrison County Health Department. The following are step-by-step instructions from the Harrison County Health Department.

1. Be prepared to describe how to get to your home site by knowing road names, distances, and directions. 2. Place a cardboard or wooden sign at the side of the road where your driveway will begin. Print your name on the sign. 3. Stake the path of the drive. Lead us to the home site with the path of stakes. 4. Stake out the dimensions of your home or mobile home. 5. Contact the Environmental Health section of the Health Department at (812) 738-3237 between the hours of 8:00 am and 9:00 am weekdays. 6. We will need: The full name of the property owner, the current mailing address of the property owner, a day time phone number where the owner can be reached, the acreage of the lot, the number of bedrooms, Will there be a basement?, Are you planning basement plumbing? 7. You may do either of the following ( NOT BOTH). Contact the septic installer of your choice ( a prepared list) to, at your expense, dig the specified number of test holes in the area where the lateral field will be placed. Please see the accompanying layout proposal sheet for requirements regarding the test holes. Environmental health personnel will then view the test holes. OR contact an Indiana licensed soil scientist to, at your expense, test the soil at your site and prepare a soil survey. There are three serving this area. The fee for a septic permit is $20.00. It is due at the time the permit is issued.

Do not scrape or dig in the area of the proposed lateral field. Cutting or scraping the soil could render it useless for an on-site waste disposal.

Building permits

It is the owner’s responsibility to furnish the following or- NO PERMIT!

1. Driveway permit- on new and existing. If off of a county road, call 812-738-2920, the highway dept. is located of Quarry RD on Harrison way, turn west at the intersection of Quarry Rd and SR 135 at Cowboy’s Food Mart. If off of a state highway call 812-282-7493. County inspects driveways only on Wednesday. 2. Septic Permit- new or existing call 812-738-3237 3. A plot Plan- showing ‘sides, front and rear setbacks. Also mark location of driveway off main road, including distance from the property line. 4. Section #, township and range for location. Also need a recorder deed or contract. 5. Information on size and cost of accessory buildings 6. House plans: New Home or additions 7. Must have a mobile home or modular picked out with knowledge of the size of the home and need the foundation plans. If you are going to get a Mobile Home or Modular. Cost is $30

South Harrison Water supplies Harrison-Heath road and is served by a 3-inch main water line. The cost to establish water service is $560. $450 is for material and labor to set the meter and $110 is the membership fee if you own the property and are not already a member.

The electricity is supplied by Harrison County REMC. You need to contact a customer service representative and let them know where you want to locate the improvements and they will give you a quote. The house on the Harrison-Heath Rd property has electric service and if you locate your improvements close to the road, it should not be any extra expense. Harrison County REMC is at (812) 738-4115
